Is it right to conjecture client??s real purpos

I have been emailling to a client for about two weeks. He is always behaving politely, but I have the strong sense that he just want to a free sample from me. So I wrote to him: if you just want to get a sample for yourself, that is ok. If I have time to your country, I will pick one sample for you, for free.
Is it right to do like this?
