The freight of sending SAMP to India, can they prepay?

Hey,every body,let's have a discuss abt the freight of sending SAMP.
The following are all my situations, I'm wondering whether they would prepay.
1.After quotation, a Indian would like to transfer 100$ and asked our bank details, then we got no respondence.
2.A Indian merchant told us their FeDex A/C , but FeDex can't accept FreightCollection in India,
then I asked him transfer the freight into our A/C directly, would they?
3.If they asked us to send the SAMP to their Chinese agent, then the agent forward it to them, whether this is workable.

the sample must be paid by buyer

i think the charge should be paid by the buyere 。 if he didnot want to pay for the sample ，why we trust he can pay for your goods ？ it can show the sincerely of the customer！
and in this way it is safety for the manufacturer ！
