Guangzhou Toyota: to build or not to build 2nd plant?

He added that the new facility will manufacture the Toyota brand models (such as the FJ Cruiser and Highlander SUVs) now sold in China as imported Toyota vehicles via Guangzhou Toyota's sales network.

I have seen the news. But i guess, it must be possible building the second facility by the end of 2009. The capacity of the first facility could not filled with the groving rate!

i prefer the old imported carmy & civic
