What can i do when i am facing with this situation

I have a customer who is from Hongkong.he needs a sample and said that he would pay for the sample.but he want the express agent to collect sample charges on behalf of our company.we have never done it like that.we can't accept this way,According to our company rules,we will deliver the samples  within 15 days after the receipt of T/T 100%. o hp

some HK company said that they are too busy to pay the small amount in bank, this is the excuse they found.

it is our practice custom, you should pay for the sample charge in advance, which will be returned to you in our first order.

I have dealed with a similar matter, you know the bank will charge you for instruction of L/C, some time ago, a Shanghai bank ask EMS EXPRESS to deliver me the original L/C and collect the instruction fee from me. M HF:u

Yes, I think the customer want the sample, but he thought the amount is too small to go to the bank.
