Seek help to collect the balance payment

Seek help: last November we concluded and delivered 1x20' order of stone products with a canadian client,The cargo is delivered from Xiamen to Montreal.

The client already get the original B/L and took delivery, and we urge him many times to pay the balance of USD 7217.25, he never reply our mails anymore and when we called him, he said he couldn't speak English.

Obviously , we cann't get the balance if we don't have any other more effective method, it is not made by L/C, just T/T.

That order was operated by our previous colleague, he already left. I am a new comer in present company and appointed by boss to help to collect the balance payment.Rqr B&S*i.kDL i)x

Now it is so difficult to handle, I seek the help of the canadian consulate but get the answer that their Trade Commissioner could not get involved in private commerical dispute.
